Fowey/Par Bulk Transport Study

 

Cornwall County Council has awarded the contract to assess the long term potential of the Ports of Fowey and Par to MDS Transmodal.  The study is to examine their potential to accommodate freight transport by sea, with particular regard to the bulk transport of secondary aggregates - a waste product derived from china clay workings.

 

Through the baseline evidence provided by this study, Cornwall County Council is determining key aspects of its future policy concerning the safeguarding of important minerals related port and associated infrastructure and fulfilling its obligations as the Mineral Planning Authority for the County of Cornwall.  Further, as the Transport Authority and the Local Planning Authority, the Council must also examine its broader policy position regarding the role of port and wharf facilities within an integrated and sustainable freight transport network in preparation for the Cornwall Local Development Framework.

 

The study is comprehensive in nature and will combine the assessment of physical, economic and technical factors with regard to the suitability of both the Ports of Fowey and Par to handle the bulk export of aggregates.

 

MDS Transmodal has combined with Halcrow in this assignment, which will include

  • Economic Feasibility Studies - including an assessment of market potential for the use of secondary aggregates in the UK and overseas
  • Modal economics - comparing the cost of moving aggregate by sea, road or rail to appropriate markets; and
  • Technical studies  - including the assessment of port infrastructure and capacity; and the assessment of rail infrastructure and capacity and road access.

 

The study will also deliver a scoping report on the potential environmental impacts of aggregates handling and port developments and an assessment of grants potentially available to help to facilitate the transport of aggregates by sea.
