The objective of this study was to develop independent port traffic forecasts, including cargo and vessel forecasts, for the Djibouti Multipurpose Port which was already under construction.  

The forecasts were to feed into the Master Plan for the Djibouti Free Trade Zone and included estimates of the potential land and space requirements of different commodities, including open storage and warehousing.

The Solution

In addressing the project scope MDS Transmodal provided:

Port traffic forecasts
Forecasts of total non-unitised cargo and container cargo handled by the Djibouti Multipurpose port (DMP) and Doraleh Container Terminal (DCT) incorporating ‘Gateway’ traffic including:
  1. Djibouti domestic imports / exports
  2. Transit traffic to / from neighbouring countries

Transport cost model
A transport cost model was developed to present a preliminary assessment of the impact of the development of railway infrastructure on inland transport costs for unitised cargoes (containers) from a range of East African ports to the hinterland. This was used to present scenarios of the growth of transit container traffic from the Port of Djibouti to the hinterland in competition with other regional ports.

Land requirement estimates
The forecasts were converted into land requirements, based on central case forecasts and assumptions relating to stowage factors per square metre per commodity type and stock turnaround or dwell times.
