To market test PPP opportunities in the Ukraine port sector. The project focussed on the privatisation of Port Olvia, a terminal within the Black Sea Oktyabrsk port complex.

Scope of work

Commercial and marketing review (port market analysis)

MDS Transmodal undertook a market analysis of the port sectors in Ukraine and considered the competitive position of Port Oktyabrsk within those sectors in order to inform the determination of key sub-projects.

Key tasks included:
  • A review of existing port demand forecasts for the proposed new terminals for a) grain, b) LNG, c) roro cargoes (e.g. motor vehicles) and d) containers, compared with existing and proposed port facilities in the Black Sea
  • An analysis of the domestic and regional import/export and transit market for grain
  • An assessment of the port competitive environment and port market shares
  • The development of port traffic forecasts for key commodities 
Review of Port Demand Forecasts
  • Development of historical time series of Ukraine grain, LNG, and unitised (roro /lolo) trade flows (national imports/exports) by geographical region.
  • Development of historical time series of container and grain trade flows for neighbouring Black Sea countries, to establish the size of the potential transit market
  • Deeper analysis of containerised cargo by commodity (SITC 5 digit) to reveal the key commodities and thereby the industries driving the growth in trade.
  • Assessment of prospects for the grain shipping market carried out through desk research into domestic production / consumption and global market trends and Ukraine import / export trades.
Competitive port environment

Analysis of the competitive port environment for container ports and grain terminals in the Black Sea. This was undertaken through desk research to provide details of existing infrastructure and development plans, supplemented by information gained during the field visit.

Outcome

Development of a shortlist of potential projects suitable for PPP initiatives, achieved through workshops with all key public stakeholders and EBRD project personnel.
