Freight in the City Regions

Freight in the City Regions

Client: Passenger Transport Executive Group (PTEG)

Date: 2012-2013
MDST was commissioned to provide an overview of the “big picture” issues and trends, as well as highlight some of the key policy issues arising from freight transport. It was also to provide a broad policy tool-kit for authorities to consider when developing their freight strategies.

The Question

What policy measures could be implemented by the public sector in the City Regions to encourage more sustainable distribution?

The Solution

MDST carried out a study which involved:

  • Data analysis and desk research, drawing frequently on the consultants’ experience in the freight sector at a European, national, regional and local level;
  • Examples of freight issues and policy measures and practices from the City Regions, provided by the client group;
  • Discussed freight policy at a national level with the Department for Transport (DfT);
  • Developed a “freight toolkit” that can be used by PTEs and local authorities to implement policies in the freight sector.

Outcome

The report outlined measures in a ‘freight policy toolkit’ to be used in the development of freight strategies, which is published on the website of the Urban Transport Group, the successor body to PTEG.
