To complete an independent assessment of the advantages and disadvantages of increasing the length of port concessions in Portugal from up to 30 years to up to 75 years.

The Question

What are the positive and negative consequences of increasing the length of port concessions by 45 years?

The Solution

MDST carried out a study which involved:
  • A review of the existing EU legislation on port terminal concessions;
  • Analysis of Portuguese port traffic statistics to establish trends in port traffic and changes in market shares;
  • Develop case studies for the length of concessions in Spain, Italy, the Netherlands and the UK;
  • Economic benefits of longer concessions: more investment, greater efficiency, lower business risk etc.;
  • Analysis of evidence for effective intra-port, inter-port, international and intermodal competition for port terminal concessions.

Outcome

A final report was provided as evidence by ANECAP to the Portuguese Government.
