Research to assess specific measures for road freight emission abatement under the ASI framework

MDS Transmodal was commissioned to advise the CCAC on how to apply the Avoid-Shift-Improve (ASI) framework to identify and characterise specific policy measures for the decarbonisation of HGV movements in Ireland.

The Question

What measures could Ireland’s policy-makers implement to incentivise the decarbonisation of the HGV fleet in Ireland up to 2030 using the Avoid-Shift-Improve framework?

The Solution

  • Set out historic road and rail freight volumes in Ireland
  • Defined existing national policy and the impact of Brexit on the market for freight 
  • Described and evaluated potential measures that Ireland could take to decarbonise ‘heavy’ freight flows
  • Completed the modelling of four illustrative scenarios using the Ireland Freight Model (IFM) to demonstrate the potential impact of some measures.

Outcome

Report published on the client’s website. The results were taken into account by the CCAC in providing advice to the Irish Government on how to decarbonise HGV flows.
